This role drives the financial health and operational excellence of the Region China IT portfolio. The incumbent leads IT budget planning, rolling forecasts, and cost control to align resources with local business strategies. Through IT governance and data-driven analysis, this position optimizes resource allocation and quality control, maximizing ROI to empower the Region China IT&D strategy.

Key Tasks:

1. Manage Region China Budget Planning: Direct the preparation, target breakdown, and resource allocation of the Region China IT&D Annual Operating Plan, aligning with regional business strategies.
2. Full-Cycle Budget Monitoring & Correction: Enforce strict control over IT&D expenditures; conduct regular variance analysis to identify root causes of deviations and drive corrective actions.
3. Rolling Forecasts & Cost Control: Conduct regular financial rolling forecasts based on regional business dynamics, dynamically adjusting the IT cost structure to maintain alignment with budget targets
4. High-Quality IT Financial Reporting & Analysis: Deliver monthly expenditure reviews, annual reports, and KPI analyses to regional management and Global IT Finance, providing forward-looking insights.
5. IT Portfolio Management: Collaborate with IT&D business teams to evaluate the IT portfolio and optimize resource allocation, ensuring funds are directed toward high-value strategic projects.
6. Localization of IT Governance System: Implement IT governance methodologies tailored to Region China based on global best practices, focusing on financial compliance and budget control mechanisms.
7. Project & Operational Quality Control: Establish and maintain quality control standards for IT projects and operations in Region China, ensuring data integrity and accuracy within budget.
8. Process Automation & Continuous Optimization: Drive continuous improvement in budget and governance processes via automation, enhancing data accuracy and efficiency.
9. Cross-Functional Collaboration & Business Enablement: Act as a finance and governance expert, providing daily consulting and training to empower IT&D teams in budget planning and compliance.
10. Specialized Support & Strategy Implementation: Assist the line manager in advancing regional IT&D strategic planning, and undertake ad-hoc IT cost analysis, data queries, and other assigned tasks.

Qualification and skills required for the position:

• Bachelor's degree in IT or Finance area;
• 5+  years working experience in digitalization area;
• 3+ years experience with budget or quality management area;
• English as work language (spoken and written)
